Worship and favour are separate systems. Offerings level up the gods, and every god level gives your world one worship point to spend at the altar. Favour points belong to each player and come from levelling weapon and tool skills.
Put items in an altar and hand them in. Every item tied to a god gives that god experience equal to its worship value times the stack size. A few items belong to all gods and feed every god except Minerva, who never levels this way (her progress comes from her quest chain). Items with no god are consumed for nothing.
The values spread widely. Bread is worth 4 to Ceres, while a Silver Gladius is worth 30,000 to Mars, the same as 7,500 loaves. Late-game gear and rare materials are by far the fastest way to level a god. Each god page lists every item it accepts; here are the five most valuable you can actually get for each:

God levels
Gods go up to level 20. Every level a god gains adds one worship point to a pool shared by the whole world. The experience needed per level:

Worship points buy unlocks from each god's tree at the altar: building upgrades, town buffs and blessings, costing 1 to 3 points each. The tree has five rows. A row opens once you have spent enough points on that god in total, and some unlocks also need the one before them.

The altar itself caps how deep you can go. A level 1 altar opens rows 1 and 2 only. Upgrading to level 2 (unlocked at world tier 1) opens rows 3 and 4, and level 3 (tier 2) opens row 5.

An example: Mars' Intimidating Presence sits in row 3 and costs 2 points. You need a level 2 altar and 2 points already spent on Mars, then 2 more to buy it, and it cuts the daily raid chance by a quarter.
The altar also takes a standing offering from the start of the game: 10 Wood Planks for one worship point, paid straight into the pool with no god level involved. Each time you repeat it, the cost goes up by 25% and rounds down: 10, 12, 15, 19, 24, 30 planks and so on.
Sacrificing a citizen at the altar kills them and gives every god except Minerva 5 experience. On top of that, each job the citizen had levelled feeds its god 10 experience per level past the first, so a level 8 Blacksmith adds 70 to Vulcan.
There is a cost beyond the citizen. Every player in the world gets a stack of Bad Omen for one in-game day, and each stack makes enemy spawn checks around that player 10% more frequent. Stacks add up, to a maximum of 99.
Favour is personal: each player earns and spends their own. It comes from the thirteen skills (swords, spears, mining, woodcutting and the rest), which level from 1 to 100 as you use them. Taking a skill from level n to n+1 needs 100 x 1.1^n skill experience, and that same amount flows into your favour progress. Favour point number k costs 1500 x 1.2^k: 1,800 for the first, then 2,160, 2,592 and up.
Raising a single skill from 1 to 12 earns roughly the first point. Since favour progress is exactly the skill experience you put in, it makes no difference which skills you train.
Each favour costs one point and has a single rank. All seven gods have a favour tree, and some favours need the one above them first. The trees are on the god pages: Ceres, Diana, Mars, Mercury, Minerva, Venus, Vulcan.
The game has an item that resets every favour you've learned, the Canteen of Youth, but nothing drops, sells or crafts it in the current version. Treat favour picks as permanent.
